About
Why we built this.
Promotional testing decides who runs a fire. It decides careers, pensions and who is standing in the street at three in the morning making a call that people live or die by. It is too consequential to be run on scantron sheets and a spreadsheet, and too contested to be run on a process nobody can reconstruct afterwards.
So we started from the end: what does a department need in its hand when a promotion is challenged in front of a civil service commission, an arbitrator or a court? Then we built backwards from that record to the exam, instead of bolting an audit trail onto a testing product afterwards. That is the whole design, and it is why the parts that look unglamorous — frozen forms, hash chains, exclusion reasons — came first.
Your people decide
Nothing Bugle builds reaches a candidate until someone at your department has approved it, by name, on the record.
We report; we never rule
Bugle says what it measured and what a person decided — never a legal conclusion. Those belong to your counsel and your testing professionals.
The record is yours
Every certified list, the process record, the appeal packets and the audit record export as documents you can read without us.
If this sounds like the process you are running, let’s talk dates.
Your ranks, your documents and your timeline — a conversation, not a demo reel.
